analyze the tax reform plan contained in the house republican budget offered by paul ryan. it found that in order to provide a lower top rate of 25% for high-income taxpayers in a way that does not add to the deficit, the elimination of expenditures would result in a $2,681 annual tax increase for a married couple with joint income of $100,000. that is unacceptable. the non-partisan tax policy center reached of the same conclusion about a similar plan promising a 20% across-the-board tax cut. under such a plan, the center said the average household with children earning a to a thousand dollars or less would face an effective tax increase of $2,041. that is very similar. there's a lesson to absorb from the study. the where tax reform plans that only gets specific about what top rate they want to lock in. is also generally true that the lower the rate that gets promised, the fewer the details that get provided about the rest of their plan. simpson balls promised the top rate between 23% and 29% but take a hard look at how this would be accomplished. they presented an illustrated plan

should go to something like the paul ryan house plan he introduced a couple years ago which would eliminate virtually all deductions and credits and use the money to simplify the tax structure down to 10 and 25%. romney needs to be more bold here. his running mate has the bold ideas for tax reform. that's where we should be going here. >> you know, we've had various members of the house ways and means committee on this program in the last six months. almost to the person they say they want to initiate some sort of overall tax reform for next year that would move toward a tax simplification. we've heard this for years, but that's what's on their agenda. david, i wonder that would work counter to what mitt romney is proposing now. >> tax reform is a heavy lift. lots of vested, strong interest groups are going to fight eliminating the mortgage interest deduction, eliminating the charitable deduction. any of that will be a tough lift. go back to the basic math problem romney has. he wants to cut tax rates, which would cost about $900 billion a year, according to estimates, which means

, the vice-presidential debate is surely going to bring up medicare and paul ryan's reform plan. now you've got a florida district. how is medicare reform, the ryan plan, romney plan, how is it playing in your district? >> it's playing well because we have an open line of communications and no change for our current seniors or anyone of 55 years of age about to become a senior, one of the things that no one is talking about is just last week monday, another new provision of the affordable care act took effect on our seniors and our hospitals which says that any senior that returns to a hospital within a 30 day period, that hospital will receive a fine. so, think about the position that you're putting our hospitals in. think about the position you're putting our seniors in with the reimbursable rates out of cms and health and human services administration getting lower and lower and many doctors that are dropping their seniors off with medicare coverage. as you well know, this was something that we were told the affordable care act was 940 billion and now it's up to 1.7 trillion. stuart:
